地面潮湿是不能够做环氧地坪的，做上去的话会起水泡，经过一段时候的话会大面积脱落.

It is impossible to make epoxy flooring when the ground is wet. If it is done, it will blister and fall off in a large area after a period of time.

按标准要求表面水分含量≤8%才可以施工。

According to the standard, the surface moisture content is less than 8% before construction.

一般潮湿地面要求施工的话，只有用火枪等相关的工具进行长时间的烘烤之后再做，但是还是有一定的风险会起水泡。最好是等基础面自然风干才做环氧地坪。

Generally speaking, if construction is required on wet ground, it should be done only after long baking with relevant tools such as muskets, but there is still a certain risk of blistering. It is better to wait for the natural air drying of the base surface to make the epoxy floor.
